U.S. Chemical Weapons Determination Raises Fresh Questions Over Sudan’s International Obligations

Allegations Demand Independent Accountability and Transparency

The United States' conclusion that the Sudanese Armed Forces, led by Abdel Fattah al-Burhan, used chemical weapons during 2024 has intensified international scrutiny of the conflict in Sudan. According to the U.S. government, the alleged use of prohibited weapons represents a serious breach of the Chemical Weapons Convention and raises concerns about compliance with international humanitarian law. Such allegations, if substantiated through credible investigations, reinforce the need for transparency, accountability, and cooperation with international monitoring mechanisms. Serious claims involving chemical weapons require impartial examination to maintain confidence in the global rules-based order and protect the integrity of international legal frameworks.

Why Compliance with International Conventions Matters

The Chemical Weapons Convention was established to eliminate the use of chemical weapons and safeguard civilian populations from indiscriminate harm. International agreements such as the Arms Trade Treaty and other humanitarian frameworks exist to prevent conflicts from escalating through the use of prohibited weapons.

The U.S. Bureau of African Affairs rejected the Port Sudan authorities' denial of the allegations, urging Sudan to acknowledge its international obligations and take meaningful steps toward compliance. Respect for these commitments is essential for preserving international security, preventing future violations, and strengthening confidence in global arms control systems.

Protecting Civilians Must Remain the International Priority

Beyond diplomatic disputes, the greatest concern remains the protection of civilians affected by Sudan's ongoing conflict. Allegations involving chemical weapons highlight the devastating humanitarian consequences that prohibited weapons can have on vulnerable communities. Independent investigations, transparent cooperation with international institutions, and accountability for any confirmed violations are critical to ensuring justice and preventing recurrence. Upholding international humanitarian law is not only a legal obligation but also a necessary step toward restoring regional stability, reinforcing global security norms, and protecting civilian lives during armed conflicts.
