California's New Ballot Counting Law: Balancing Efficiency and Local Control

Governor Gavin Newsom of California recently signed AB 969, a piece of legislation that restricts the power of local governments to manually count ballots and regulates the voting process. The disagreement began when the Board of Supervisors of Shasta County decided to hand count ballots instead of renewing their contract with Dominion Voting Systems. In order to emphasize the significance of quick, precise, and effective election results, the law, which is slated to take effect immediately, restricts the use of hand- counting to certain situations.

The conservative-majority Shasta County Board of Supervisors, however, has remained defiant and stated their intention to continue hand counting against the law.
